U.S. - India Nuclear Deal India, getting the best of both worlds. *The U.S.-India civilian nuclear agreement has been signed by Indian Prime Minister Manmohan Singh and U.S. President George Bush, under which India agreed to separate its civil and military nuclear facilities and place its civil facilities under the International Atomic Energy Agency (IAEA) safeguards. In exchange, India would be eligible to buy U.S. dual-use nuclear technology, including materials and equipment that could be used to enrich uranium or reprocess plutonium, potentially creating the material for nuclear bombs. India, however, ran up against U.S. law forbidding supply of technology or fuel to a non-NPT member and undeclared weapons state. More importantly, US law strictly forbade reprocessing by just about anybody. A path around these...
