Belarus-Russia gas dispute threatens Poland, Europe: officials

WARSAW (AFP) - The dispute between Belarus and Moscow over natural gas prices threatens the energy security of Poland and the rest of Europe, an official at the Polish foreign ministry has said.

“This problem poses a threat to us and this is why we have had heated debate in the past few months about Polish-Russian relations and relations between Europe and Russia,” Deputy Foreign Minister Pawel Kowal said Wednesday.

“Energy security today is a fundamental issue for Poland and we want to convince the rest of the world that it is also fundamental to Europe. This example is yet another illustration,” he said.

Russia - The New Energy Frontier
May 2006 The island of Sakhalin, home to Russia's first ever liquid gas plant, has become the world's newest energy frontier. But residents claim their own needs are being ignored. When completed, the Sakhalin Energy plant will be one of the biggest integrated oil and gas projects in the world. But locals expect to see none of the benefits. "All the money will go to foreigners and to Moscow. We'll only lose out", complains one resident. They were initially promised 40% of the profits but now this money will go directly to Moscow. People have had to abandon their homes without compensation and there are claims the pipelines have already polluted the environment. Residents won't even have access to the gas produced. As one local complains: "Our needs aren't being considered."

Sakhalin: Extraction or Extinction - Russia
Nov 2006 Russia claims its decision to stop Shell building the world's biggest oil and gas development was motivated by environmental concerns. So why will it let work resume if Shell pays more money? The impoverished islands of Sakhalin are noteworthy for two reasons. Their coastal waters are the only feeding ground for the critically endangered Western Grey Whale. And it's here that the world's largest integrated oil and gas facility is being built. This development is increasingly unpopular in Russia. As Julian Lee from the Centre for Global Energy Studies explains; "It's the only major project in Russia that has no Russian company involvement." Many believe the Kremlin is using environmental concerns to wrest back control of the Sakhalin development.
