President Bush has called nuclear terror the defining threat the United States now faces. Graham Allison of Harvard University's Kennedy School of Government argues that nuclear terror is preventable with a strategy based on the Three No's: no loose nukes, no nascent nukes, and no new nuclear states. The Threat of Nuclear Terrorism
Nuclear terrorism is an urgent threat, but policy debates have been dangerously dominated by caricatured depictions of terrorist groups and potential plots. In his latest book, On Nuclear Terrorism, Michael Levi draws from past experience in areas ranging from the drug trade and the black market in fine art to conventional terrorism and nuclear engineering to paint a new picture of nuclear terrorism, and to propose new ways to confront it. He argues that an obsession with worst-case scenarios and with finding perfect defenses has blinded us to important opportunities to confront the nuclear threat.
