Russia to face gas shortages, aide says

Analysts have long suspected that Russia is facing massive gas shortages, but Russian officials have been denying it. This is the first time that the top official has confirmed the looming shortages.

The development explains why Russia in anticipation of its own shortages has been seeking to stop selling gas at below market prices to Ukraine in 2006 and to Belarus in 2007.

Chubais Spots Gas Shortage in Russia

Russia will face the gas shortage of 4 billion cu meters in 2007, RAO UES CEO Anatoly Chubais announced with reference to the gas balance of the country passed by the government. The shortage will widen to 8 billion cu meters in 2008 and reach 40 billion cu meters in a few years, Chubais predicted as quoted by Interfax.

Analysis

Anatoly Chubais, CEO of Russian electricity megafirm Unified Energy System (UES), said at a Feb. 15 news conference that planned changes to the country’s electricity sector will result in increased demand for natural gas — which in turn will lead to shortages of the fuel. Those most likely to suffer from the evolution will be European consumers as Russia discovers it has insufficient supplies for export.

Russia - The New Energy Frontier
May 2006 The island of Sakhalin, home to Russia's first ever liquid gas plant, has become the world's newest energy frontier. But residents claim their own needs are being ignored. When completed, the Sakhalin Energy plant will be one of the biggest integrated oil and gas projects in the world. But locals expect to see none of the benefits. "All the money will go to foreigners and to Moscow. We'll only lose out", complains one resident. They were initially promised 40% of the profits but now this money will go directly to Moscow. People have had to abandon their homes without compensation and there are claims the pipelines have already polluted the environment. Residents won't even have access to the gas produced. As one local complains: "Our needs aren't being considered."

Energy and arms dominate Russia-Venezuela talks
Russian energy majors have signed co-operation agreements with Venezuela's state-owned oil and gas company, PDVSA, during President Hugo Chavez's two-day visit to Moscow.
