China’s ASAT Galvanizes Indian Efforts

India has begun design and development work on an anti-satellite (ASAT) weapon in response to China’s test of a similar weapon, and revived plans to link all of its military satellites and related ground systems.

Indian Defence Ministry sources said the January test shocked India into hastening efforts to defend its satellites, including military and civilian communication systems. Of particular worry is that China has in the past supplied missile technology to India’s nuclear adversary, Pakistan.

A Different View of China's ASAT Test
Gregory Kulacki and Jeffrey Lewis argued in a joint presentation that the common arguments about China's anti-satellite test—that the test was a shot across the bow of American space superiority or an attempt to force the U.S. into negotiations to restrict the development of space weaponry—are based on limited information and unreliable sources. Further, such explanations view China as a unified, rational decision maker, rather than a complicated bureaucracy in which conflicting interests compete for attention and resources, and mistakes can be made. Commentators and officials should be cautious in assessing Chinese intentions with limited information, Kulacki and Lewis advised at the Carnegie Endowment on November 13, 2007.

Space Race With China?
Before China carried out an anti-satellite test in January 2007, some U.S. policy-makers, including NASA Administrator Michael Griffin and the U.S. House China Working Group, advocated greater cooperation between the United States and China in space. After the test, which created a massive cloud of space debris that angered international space professionals and alarmed the American public, increased references to U.S.-China competition and hints of a new space race drowned out calls for cooperation.
