On 18th February 2008 governments, campaigners and survivors of cluster bombs from around the world will meet in New Zealand to decide what a treaty banning cluster bombs will include. Global move to ban cluster bombs - 19 May 2008
Cluster bombs have killed and maimed thousands of civilians across the world. Now there's a global move to ban their use.
Delegates from more than 100 countries have gathered in Dublin to try to secure an anti-cluster munitions treaty.
However, perhaps more notable are those not attending, including the United States, China and Russia ... the world's biggest producers of cluster bombs.
The US instead wants non-binding guidelines on the use of the weapon, as Anand Naidoo reports.

Nations push to ban cluster bombs
Kean Wong:
In Ireland, representatives of more than 100 nations gathered to finalize a treaty on banning cluster bombs. Victims of the deadly weapon were also there to testify. Although the world's top users of these weapons did not attend, a conference organizer is optimistic about influencing the international community to implement the ban.
Protesters with first-hand experience of what cluster bombs can do to the human body greet delegates at an international gathering to ban such weapons.
More than 100 nations are taking part in a conference in Dublin to finalize a treaty.
The world's top users, stockpilers and producers of cluster bombs including the U.S., Russia, China, India, Pakistan and Israel, are not among them.
Campaigners say that doesn't mean the so-called Oslo Process...

Ban Cluster Bombs? Dumb Idea
Do you oppose cluster munitions? You are in a platoon of 10 soldiers in an exposed defensive position, with 100 enemy soldiers advancing toward you about 1 km away. Do you call in an airstrike with cluster bombs, or fix bayonets and go hand-to-hand?

Global Day of Action To Ban Cluster Bombs, New Delhi.
It has been well documented that when cluster bombs have been used, they have been used irresponsibly - whether in Lebanon in 2006, Iraq in 2003, Afghanistan in 2001-2002, Kosovo in 1999, or Southeast Asia in the 1960s and 70s. They have also been used in huge numbers and in populated and urban areas. Although international humanitarian law (IHL) provides for the protection of civilians during conflict, cluster munitons have disabled and killed many innocent lives throughout its history.
Global day of civil society mobilization and actions that took place exactly one month before the start of the Vienna Conference on Cluster Munitions.
The Global Day is aimed at:
- raising awareness on the problem of cluster munitions and the Oslo Process to ban these weapons
- attracting media...

Day 2: Wellington negotiations on a ban on cluster bombs
On the second day of a five-day conference to develop a historic treaty banning cluster munitions worldwide, nine governments are attempting to create a loophole that will allow them to assist the USA to use cluster munitions. The Cluster Munition Coalition strongly condemns the hypocrisy of these countries trying to ban cluster bombs while assisting other countries to use them.

Ban the Bomblets - Lebanon
July 2007
As pressure grows for a ban on cluster bombs, Holland has become the latest country to suspend their use. One of the decisive factors was the invasion of Lebanon, which left the country littered with bombs.
As many as 40% of cluster bombs don't explode on impact. "They then become de facto landmines", explains campaigner John Rodsted. He was part of the Nobel-prize winning coalition that secured the landmine treaty in 1997. Now, many of the same people are collecting evidence in Lebanon which they hope will lead to a similar ban on cluster bombs.
