Russia, China Veto UN Sanctions for Mugabe Regime

More strategic unhelpfulness from Russia and China.

Russia and China vetoed proposed sanctions on Zimbabwe on Friday, rejecting U.S. efforts to step up punitive measures after the African nation’s disputed presidential election.

Western powers mustered nine votes, the minimum needed to gain approval in the 15-nation council, in a show of hands. But the failed resolution — which had been a priority for U.S. President George W. Bush — failed because of the action by two of the five veto-wielding members.

The world and its words have failed us. UNITED NATIONS (Reuters) - Russia and China vetoed on Friday a Western-backed U.N. Security Council resolution to impose sanctions on Zimbabwe for holding a violent presidential poll that was boycotted by the opposition candidate. The resolution would have imposed an arms embargo on the southern African country and financial and travel restrictions on President Robert Mugabe and 13 other officials, and called for a U.N. special envoy for Zimbabwe to be appointed. Nine countries voted for the U.S.-drafted text, five -- including veto-holding Russia and China -- opposed it and one abstained in the 15-nation council. The result marked a failure by the Western bloc to induce Russia and China to at least abstain because of the gravity of the crisis...

Britain Concerned with Zimbabwe Elections
CHEN: Britain joined the U.N. secretary general and the chairman of the African Union in raising the crisis in Zimbabwe yesterday. This was despite efforts by South Africa to focus on other issues. The occasion was a summit of Security Council and African leaders at the U.N. STORY: South Africa, current president of the U.N. Security Council, scheduled the summit to discuss cooperation between the United Nations and the African Union. It did not include Zimbabwe as an official topic. Some western countries thought otherwise. [Gordon Brown, British Prime Minister]: "No one thinks, having seen the results of polling stations, that President (Robert) Mugabe has won this election. A stolen election would not be a democratic election at all...So let a single clear message go out from here...

Zimbabwe sanctions may trigger civil war 07/11/08
UNITED NATIONS - Zimbabwe warned the U.N. Security Council Thursday that the sanctions it is considering could push the African nation toward civil war. Zimbabwe's U.N. mission also said in a letter to the council that the punitive measures proposed by the U.S. and Britain against President Robert Mugabe's government could turn Zimbabwe into another Somalia, a Horn of Africa nation where warring factions have clashed for the past 17 years. The letter, which was released to the media, said the sanctions would lead to the removal of Zimbabwe's "effective government and, most probably, start a civil war."
