Gazprom Keeps the Heat on Europe by Pressing Libya

This is example of Russian energy mercantilism. Russia locks up energy resources from other countries and takes it off the world market. Russia gains power at the expense of other countries.

From the article:

OAO Gazprom, Russia’s state- sponsored gas monopoly, is offering to buy all of Libya’s oil and gas exports in a bid to increase its dominance over Europe’s gas market and enhance Russia’s political clout throughout the region.

Alexei Miller, Gazprom’s chief executive, made the offer on July 9th at a meeting with Libya’s head of state, Muammer Gaddafi.

Gazprom announces another 25% gas cut to Ukraine
The Russian gas giant Gazprom announced additional 25 per cent cut in energy supplies to Ukraine. The move follows Ukraine's delays to settle its debt to the company. Ukraine promises to return stolen Russian gas
Ukraine's government has admitted it illegally siphoned off 1.3 billion cubic metres of Russian gas destined for Western Europe. The gas was taken last year from the pipeline that crosses Ukraine. The statement came after Russia's energy giant Gazprom refused to negotiate a new long-term contract with Ukraine's Naftogaz.

Gasprom to reduce energy shipments to belarus by 45%
Belarus has been offered a last minute deal to avoid Gazprom cutting 45% of its gas, because of high debts. Reports say Belgazprombank is offering to loan the state-owned gas company Beltransgaz $US 500 MLN to pay off its debt to Gazprom.
