When the strongman cracked the whip on Venezuela’s oil industry in 2003, firing 20,000 experienced oil managers from state-owned Petroleo de Venezuela (PDVSA) to break a strike he admitted he had provoked, he insisted that merit didn’t matter anymore, only political loyalty. “There will be no more meritocracy,” he told his cheering red-shirts.

That philosophy has been laid out in all its glory with Saturday’s massive explosion, at the Amuay refinery, part of a 955,000-barrel-a-day complex, that has become the second deadliest in the history of the oil industry and the worst ever in the Western Hemisphere.

As of Monday, the complex is shut down. The death toll is as high as 48, with more than 150 injured, and the numbers are expected to rise. Twenty square kilometers have been left blackened with a devastation that can be topped only by a nuclear bomb, and fires are still not out. As Venezuelan officials assured everyone that all was under control Monday, a third storage tank caught fire. There is still no foam to fight the fire and no ambulances to transport the wounded, let alone hearses for the dead. Pickup trucks full of charred bodies and looters descending upon the infernal scene complete the tropical vision of Hell.

But Marines on the front lines in Afghanistan say there is an urgent need for a weapon that is small and powerful enough to protect them from insurgents planting roadside bombs.

Marines already have small spy drones with high-powered cameras, but what they need is a way to destroy the enemies that their drones discover.

Looking to fill the need, the 13-pound “smart bomb” has been under development for three years. The 2-foot-long bomb is steered by a GPS-guided system made in Anaheim. The bomb is called Small Tactical Munition, or STM, and is under development by Raytheon Co.

“Soldiers are watching bad guys plant” roadside bombs and “can’t do anything about it,” said Cody Tretschok, who leads work on the program at Raytheon. “They have to call in an air strike, which can take 30 to 60 minutes. The time lapse is too great.”

The idea is that the small bomb could be slung under the spy plane’s wing, dropped to a specific point using GPS coordinates or a laser-guidance system, and blast apart “soft” targets, such as pickup trucks and individuals, located 15,000 feet below.

Who are the Libyan Rebels?

The rebels consist of two distinct groups: the fighters and the political leadership.

First, the fighters. In the prologue to the Libyan uprising, prior to mid-February, most of the peaceful demonstrators were young people inspired by what they saw in neighboring Tunisia and Egypt. As the situation has evolved, elements willing to risk their lives to remove Muammar al-Qaddafi from power have come to embody the spirit and the legitimacy of the rebel movement. It includes relatives of the former Libyan king, human rights lawyers, former Qaddafi intimates upset with the slow pace of reforms, conservative Muslims who are against al Qaeda, pro-Western businessmen, technocrats with American Ph.D.s, and representatives for women and youth.

Volvo reported yesterday that it has only a ten-day supply of Japanese-built navigation and climate control systems left and is girding for a possible production halt. Last week General Motors announced it was closing its 923 employee Shreveport, La. plant where it assembles Chevrolet Colorado and GMC Canyon models because of a lack of Japanese made parts. In Marion, Arkansas, the Hino Motors Manufacturing Plant that makes rear axles for Toyota Tundra pickup trucks and other Toyota models struggled to stay open in the face of a rapidly declining supply of gears and other parts that are imported from Japan.
